In general I would have no objections against this. What kind of patches is this all about? I haven't followed this VGA2SCART thing, but a quick lookup showed, that this involves patching XOrg stuff and xineliboutput.
That is correct. It requires several programs to be patched.
If this is the case, then a single Git repository might not be appropriate.
