Please download our Siemens DVB driver package from 

http://www.linuxtv.org/download/dvb/

or from the CVS server (see: http://linuxtv.org/cgi-bin/cvsweb.cgi/)
and have a look at the directory: DVB/apps/mpegtools

There you will find a variety of GPLed tools to convert, remux, etc.
transport and program streams.
